Introduction
•Currently no standardization.
•Too many accidents and incidents resulting fromhelideckobstacle strikes.
•Many GOM fixed platform heliports do not meet ICAO or FAA size requirements and therefore cannot apply the existing regulations.
•FAA and ICAO have reached agreement for inshore heliports. This HSAC RP is aligned with those proposals.
•API RP2L not updated in line with latest thinking and international regs
–It provides no obstacle clearance for maneuvering.
•This RP is not designed to inform new build design of helidecks.

From any point on the periphery of the
above D circle, an obstacle-free approach and take off sector should be provided which totally encompassesthe FATO/landing area and D circle and which extends over an area ofat least 210°. Within this sector and out to a distance of 3280 ft (1000m) fromthe periphery of the landing area, only the following items may exceed the heightof the landing area, but should not do so by more than 10 inches (0.25m)

§ Deck lighting
§ The outboard edge of the safety net.
§ Foam monitors
§ Handrails and other items associated with the landing area which are incapable of complete retraction or lowering for helicopter operations.
